Including html templates with Cordova

I am developing a html5 app with Cordova and I found a few problems with it. Firstly I tried to use AngularJS, but i'm giving up because it doesn't seem to fit my desires.

What is the best way to include templates in my document on a Cordova project?

There is, for example, an index.html and menu.html and footer.html. What can I do (with EmberJS, AngularJS or whatever) to include menu.html and footer.html to index.html so that I don't have to write it again and again? Not sure if I should use AngularJS because It's gonna run directly from the device in a webview.
