What programming language do I use to build a slick, scalable quiz type web application?

Looking to build a responsive, interactive web application that asks users 42 questions, and spits out a report based on their answers.

I looked at AngularJS, but don't know enough about it to know the pros/cons.

I like the look of this Angular theme - http://ift.tt/1U9xg5y - but again, don't know if this will do what I want it to do.

I will look to employ a developer to build it, but I don't know what programming language would be best to achieve my goals.
