ember-qunit-notifications bower package is not working for node version 6.9.2, but working for latest node versions

When I try to execute some bower packages in my laptop (hp- Intel(R) Core(TM) i7-1065G7 - 10th gen) for older node versions(6.9.2) it shows SSL certification error like in this image. and not with the latest versions(14.15.0). But this issue is not related to other computers and works all bower packages with any node versions. enter image description here
