Way to create link-to with dynamic route and dynamic segment

I want to create a custome #link-to component

1. which will take route "dynamic"
2. and which will take segments "dynamic"

so I thought i can create a simple component which will take the model object but how do I pass the route and segments in template ?

The idea is I should be able to create Block Link-To using a component.
