Livereload and compilation doesn't work with ember cli on windows vista

I have an Ember-Cli project on my Vista Computer that worked fine. Compilationtime less than 1 Second and working Livereload in the Browser (Chrome).

Now, over Night, the compilation Time is 1 Minute and the Livereload doesent work. Also when i reload the Page manualy, there is no new compilation. Only when i restart the Server with "ember server" i have a new compiled version in the browser.

I tried (commpnew setup, ember-cli-windows, started the console with the Administrator) a lot of things without working Solution.

Does someone can help me. I dont know what is wrong an i need some Help.
