Why is app folder needed inside an in-repo engine?

In ember engines, if we generate a route/component/ using ember CLI, entry for generated one will be done in addon folder and app folder under lib/ folder. Why is the content inside the app folder needed or is it just the ember-cli creates it as if it is an in-repo addon? I have removed the app folder inside the engine and it works just fine for me.
