What CMS would you recommend for a starting digital agency without capital to buy or build one of their own?

Wondering about best content management for a new company that I'm starting. Our own CMS is definitely on To Do List, but we currently do not posses that amount of money nor team that would have time to do it.

Our programmers mostly use either React.js or Ember.js.
